Its clearly a scam. However it could be a scam where the scamer is ignorant rather than dishonest. Not sure that makes it better however.
Why do i say its a scam. Well there is a lot of stuff we have done already. In particular we know what happens when you get a proton into a Nickel atom. You get a unstable isotope of Cu that then beta- decays (emits a positron) on the order of seconds to hours depending on the exact isotope composition of the Nickel. These positrons are "radiation" but it does not stop there. A positron is a anti electron and it will annihilate releasing 2 ~500keV gamma rays. In fact at 1MW thermal power about 120kW of gamma rays. Basically if it worked at all, anyone within 100meters would be dead by now.
Never mind how "magical" getting the proton into a nickel nucleus is.
